Maybe not exactly a bug, but the whole purpose of visible is to make the light itself invisible while still lighting the objects/scene, but in this case it just functions the same as the "on" checkbox.

Edit: It works fine tbh, "Fstorm Object Properties" -> unchecking Visible to camera does the trick
However there's another less important issue with lighting ( that doesn't happen in V-Ray ).
